What is GOA’s focus?
After 30 years leading capital projects, construction procurement, and facilities operations for large organizations, Luis Gile has launched his own independent consulting practice. Mr. Gile’s consulting practice works directly with owners and corporate real estate teams to help manage complexity, reduce risk, and deliver better project outcomes in design and construction projects.
What does GOA do?
GOA advises and supports clients on:
- Capital project sourcing: How to structure and run procurement for architects, engineers, and contractors
- Vendor strategy: Negotiating contracts, managing risk, improving performance
- Facilities and capital governance: Aligning budgets, teams, and decisions so the project gets built right
- Owner-side support: Acting as a trusted advisor or interim executive during critical project phases
- Training: Provides onsite and virtual training to facilities teams on delivery models, contracting models, procurement best practices, and negotiations for design and construction services.
In short, Mr. Gile helps owners bring order to ambiguity, precision to the process, and strength to your position.
Who does GOA help?
GOA works with teams responsible for real estate, design, construction, procurement, or facilities especially when:
- A major capital project is underway (or coming)
- Costs are escalating and timelines are slipping
- Procurement or vendor management needs to be rethought
- Internal bandwidth is low, and leadership needs support
GOA’s experience spans Fortune 500 companies, healthcare systems, manufacturers, retailers, semiconductor firms, technology companies, institutions, and private equity-backed organizations with domestic and international facilities.
Mr. Gile has developed strategies for programs and stand-alone single projects with over $1 billion in capital spend, negotiated hundreds of vendor contracts, and built sourcing models that accelerate delivery and cut cost.
How does GOA engage?
GOA engages in the following ways:
- Delivering training programs to capital construction and project management teams seeking to refine their procurement practices.
- Helping a hospital stand up procurement for a new inpatient tower.
- Advising a university on vendor selection for design services.
- Building sourcing playbooks for a corporate real estate team managing 100+ construction projects per year.
- Providing interim leadership for capital projects or facilities teams in transition.
Why GOA can help
Mr. Gile has worked inside the machine. He knows where it breaks. He knows what good contracts looks like, what a bad vendor sounds like, and how to get a project back on track.
GOA brings that insight directly to owners who want to spend smarter, build better, and avoid the usual chaos.
Why Now?
Because the system is broken and Mr. Gile has spent enough time inside it to know how to fix it.
For decades, Mr. Gile has worked inside large organizations trying to make capital projects run better. But the deeper he went, the more he saw the same problems repeat: bad contracts, misaligned incentives, poor vendor accountability, and huge gaps between what’s promised and what’s delivered.
Luis realized he could have more impact working directly with owners. He can move faster, bring sharper tools to the table, and call out issues without the politics. Mr. Gile can be the partner he wishes more clients had access to especially when the stakes are high and the margin for error is slim.
Now is the right time to bring that experience forward and put it to work for the people who need it most.
Why is GOA different (and Better) than other providers?
GOA doesn’t come with overhead. It comes with outcomes.
Most providers in this space fall into one of three buckets:
- Big A/E or PM firms – They often push cookie-cutter solutions, carry internal conflicts of interest, and measure success by scope and billable hours, not owner outcomes.
- Generalist consultants – They offer strategy slides but don’t know the realities of construction procurement, vendor management, or capital project risk.
- Contract PMs or interim hires – They can fill a gap, but they don’t drive systemic change, build new models, or elevate the owner’s strategic position.
GOA is different. It was built specifically for owners navigating complex capital programs who need someone at the table who’s been on both sides.
What sets GOA apart?
- Mr. Gile led from inside. He’s owned the spend, negotiated the contracts, built the teams, and absorbed the risk—from Fortune 500s to hospitals and universities.
- Mr. Gile brings strategy and execution. He doesn’t just advise. He helps owners build, test, and operationalize better ways to manage capital, vendors, and facilities.
- No conflicts, no fluff. I’m not selling design services, PM hours, or systems integrations. He represents the owner—period.
- Luis moves fast. No bloated teams, no drawn-out onboarding. When you call, you get the decision-maker, the operator, and the strategist—all in one.
- GOA doesn’t stop at the contract. We’ll stay in it until the value is realized—whether that’s through a tighter vendor ecosystem, cleaner cost controls, or a better-built project GOA will be by your side.
